You’re still not understanding the sentence. They’re talking about police “in cities around the country” as in not just Oakland police. Police everywhere. Around the country. Police officers from Alabama to Wyoming. Police that aren’t just a part of the Oakland Police Department.

You should’ve been clear in the first place, that would’ve saved us the headache. When the screencap’d article in question is talking about police everywhere, I’m not sure how you expected anyone to get that you were talking about Oakland specifically.
